Due to the Coronavirus pandemic, Motor Vehicle Commission (MVC) agencies in New Jersey were closed for four months. As a result, workers at the agencies throughout the state are processing up to 272,000 transactions weekly, causing lines to be unbearably long. When agencies reopened on July 7, drivers began lining up the night before in order to be there for the opening in the morning. In order to reduce this, New Jersey Governor Phil Murphy signed two laws that are designed to take people out of the lines and allow them to handle their matters on the MVC website. One of the new laws signed by the Governor allows all drivers to reuse current photos that are already on file with the MVS when they renew their driver’s licenses online. Previously, drivers were only allowed to reuse the images once to “Skip the Trip” to the agency. A second renewal required an in-person visit to have a new picture taken, requiring drivers to make an in-person trip once every 12 years to renew their standard license. With the new bill, these renewals can be done online. However, out-of-state transfer of licenses and registrations for new residents, federally regulated commercial drivers licenses, and private sales of used cars still require an in person visit.
The second law signed by Governor Murphy doubles the amount of time that new residents have to get a New Jersey’s driver’s license and to title/register their cars. Previously, the time period was 60 days. With the new bill, this increased to 120 days. This will last until the COVID-19 health emergency is over. In addition to this, a provision of new laws allows seniors or those with documented medical conditions that prevent them from wearing a face mask to make an appointment to register and title a vehicle privately.
